The problem is that the only way it would stop is if both sides will make the building of trust by the other side a priority:I *know* there are a lot of Israelis, probably an overwhelming majority of us, who would support removing all the settlements and retreating from the West Bank if there was a feeling we could trust the Palestinians to really give us peace and not thumb their noses and continue doing stuff.
Personally I feel we're at the stage of "there's nobody to talk to", not because the Palestinian in the street doesn't want peace- most of them probably want it worse then the average Israeli, but because there is no central leadership that our leadership can talk to and can enforce whatever decisions it makes.
