I think that the Golden Rules does fly, if you apply two modifiers:

Do unto others in moderation as you would have them do unto you after imagining what you would want if you were them.

As for the poll, it's a bit strange. The title talks about Personal Security - i.e. will I be mugged as I walk along a dark street - while the examples cited are all about Military/National Security.

Also, I assume that there is no lack of consensus that the job of the army is to protect Israel if it were attacked by another army?
