In a way it's a lose/lose kind of thing.

Because (if we're going to be grossly dichotomous in with Oriental and Occidental) if Western women are oppressed by having to "bear all" and Eastern women are oppressed by having "cover all"... where is this liberation everyone speaks of.

Also there is a scene in Persepolis (book and film) where Marjane is covered head to toe and she's running. She's pulled over by the revolutionary regiments who tell her that the way she is running is immodest because it makes her bottom move enticingly.
She yells back "Well, don't look at my ass!"
Western, Eastern, patriarchy is patriarchy.
Until the male gaze changes, there will have to be a lot of grinning and bearing... or smacking as is sometimes the case.
